This story is inspired by a section from the story "Jake and Jack" by Ben Holiday.
Two weeks ago fifteen year old Jacob had been watching some of guys from his ninth grade ride the "Surfrider" at the water park. He made a video recording on his cell phone of the various boys as they attempted to surf the ride and would often burst out laughing at the guys as they came to grief in the bubbling man made surf of the ride.
Some of his comments to the guys as they recovered from being dumped were a bit crude and eventually the lifeguard on duty, who knew Jacob, as their parents were friends, had enough of his crude comments and warned Jacob he would be removed from the water park if his language continued.
Jacob was annoyed that the life guard had admonished him publicly in front of his girlfriend Emily and his best friends Ethan, Ryan and Zac not to mention the other guys from his grade but he had enough sense not to back chat the life guard and so was allowed to stay and video the next boy who attempted to conquer the "Surfrider".
That boy happened to be Chris Alford a fellow ninth grader who had given Jacob a hard time on a number of occasions since the seventh grade. Chris was a solidly built guy who had developed early, which had at the time given him a size advantage over Jacob but by the ninth grade Jacob had overtaken Chris in height though Chris still had a much more solid and muscular build.
There was a reason Jacob had been videoing the guys in his grade. He had often watched the videos and gifs posted on the Internet showing guys loosing their swimming trunks on water rides like the "Surfrider". So far all the guys in his grade had made sure to tighten up their swimming trunks sufficiently that nothing embarrassing had happened to any of them besides some spectacular failures at actually riding the surf.
Chris lay face down on the board and didn't attempt to stand up and surf like some of the guys, but no sooner had he entered the bubbling surf of the ride then he was rotated 180 degrees and when he tried to correct his position he was rotated another 180 degrees! As this occurred, the raging water churned up by the "Surfrider" did exactly what Jacob had hoped for and nearly totally pantsed Chris.
The lifeguard seeing Chris was in trouble shut off the churning water which quickly settled down enabling Chris to grasp his board shorts which were crumpled up around his ankles. Unfortunately for Chris the quickly settling water also reduced the coverage of water and as he struggled to pull up his boardies, Jacob got a good full frontal video. Chris had nothing to be ashamed of apart from being almost naked in public. Jacob still enjoyed listening to others give his former nemesis a hard time.
His friends Ethan, Ryan and Zac did not approve of Jacob posting the video of their fellow classmate especially as they were worried he might get ideas and post embarrassing videos featuring themselves. His girlfriend Emily was also less than impressed when Jacob refused her personal request to take the video down. Chris knew Jacob's parents and Emily, Ethan, Ryan and Zac got on really well with Jacob's parents so between Jacob's parents, his close friends and Chris Alford a plan was hatched to teach Jacob a lesson!
Two weeks later Emily, Ethan, Ryan were back at the waterpark and looking just as excited as Jacob as he again videoed at the "Surfrider", the excitement from Jacob's friends was not however about the possibility of more pantsings by the "Surfrider" but was in anticipation of what they knew was about to happen to Jacob.
They did not have to wait long, for a few minutes later, Jacob felt a hand on his shoulder. "Please come with me, boy." Jacob turned to see the lifeguard who was in charge of the "Surfrider" two weeks ago looking sternly at him but what he didn't see was the grin on his friends faces.
"Why, what's wrong?" Jacob asked confused as he looked at Emily and his friends for support. They all managed to quickly wipe the smirks off their faces and replace them with fake looks of concern.
"Don't act the innocent with me boy, I know exactly what you did with the video you took two weeks ago of my first cousin Chris loosing his board shorts on the "Surfrider". You're responsible for creating a lot of chaos in Chris's life and in our wider family so I think it is time for some retribution" the lifeguard said to Jacob.
The life guards tone hinted to Jacob of a worse outcome than the verbal dressing down he had received for his bad language when he had been in trouble at the water park two weeks ago.
Jacob worrying that things were beginning to go out of his control and knowing that there was little point in denying his guilt responded "I'm really sorry sir, I'll leave right now and go home and won't be any more trouble."
"Oh, yes you'll certainly be going home soon, luckily Chris's parents had your fathers phone number so I have rung him, told him what you did to my cousin and he is coming down to pick you up."
Jacob turned pale at that news.
"But before that, I think a lesson needs to be taught right here at the scene of your crime, so I am going to spank your bare butt right here in front of all these witnesses, including my cousin Chris."
Jacob slowly turned to look at the lifeguard. "Me, .... spanked, .... bare, .... here?" Jacob asked very nervously. "Yes, your public posting of the video of Chris deserves a public bare butt spanking."

"Oh yes I can, your father gave his permission when I rang him. Emily was excited that the one area that she had never seen of Jacob but had long desired to see was soon to be exposed. Jacob was not at all shy about wearing just his board shorts but when on a number of occasions Emily had tried to move things along and feel up Jacob, he would not go any further than kissing.
She was thinking to herself that surely at fifteen years of age Jacob must have some pubic hairs around his private parts despite the lack of hair elsewhere. She knew that boys were usually slower to develop than girls but also knew that Jacob's hairless legs and arm pits were nothing all that unusual for his fifteen years age. Jacob had only recently had his birthday and Emily had observed that of Jacob's three close friends, fourteen year old Ethan also showed no signs of any fuzz on his legs or arm pits, fifteen year old Ryan only had a small scattering of fuzz on his lower shins and a few stray hairs in his arm pits whilst Zac who was actually the youngest of the three boys, being three months younger than Ethan had the hairiest legs and arm pits and even had some noticeably dark fuzz above his upper lip.
The gathering crowd became eerily silent as they anticipated what might happen next!
Jacob stood perplexed at hearing the lifeguards command, disbelieving this was actually happening to him.
With no movement from Jacob the lifeguard stepped toward Jacob which was enough to put Jacob into action.
While fumbling with his drawstring he worked up enough courage to protest that he was fifteen and and not a little boy and so should not be made naked and spanked in public. But his pleas fell on deaf ears. "You need to be made an example of so you learn to act responsibility and think about the consequences of your actions. Hopefully this spanking will do just that." Jacob looked around at all the people staring at him, at his girlfriend Emily and his best friends Ethan, Ryan and Zac, who all had their eyes glued on him with anticipation and then at Chris Alford who had a smile on his face like a 'Cheshire Cat' and a front row position in the crowd with his cell phone poised ready to video. Jacob began to beg, but the lifeguard had had enough, he grabbed for Jacob's board shorts and at first Jacob tried to resist by grabbing the waist of his trunks and attempting to hold them up as the life guard tried to totally remove them. Mortified at being exposed in front of the crowd at the water park, Jacob soon gave up trying to hold up his board shorts against the much stronger lifeguard and quickly covered his groin with both of his hands as his board shorts descended just managing to prevent his private parts from being seen.
With no resistance any longer from Jacob, the lifeguard soon had Jacob's trunks down to his ankles and then made him step out of them so he was completely naked in public!
His small relief in keeping some small amount of his modesty by covering up his private parts with his hands whilst he lost his board shorts was however short lived when the life guard stated, "Hopefully your public spanking will mean that we won't have any more problems from you at the water park, but just to make sure this punishment sinks in, I think some humiliation is also needed, so no covering up, your hands need to be behind your head like a naughty boy."
Jacob blush outwardly and cringed internally at this latest order.

Jacob was now not just totally naked but also totally exposed in front of Chris Alford who was videoing his humiliation, his girlfriend Emily and best friends Ethan, Ryan and Zac and the assembled crowd, none of whom had ever seen him naked before.

Jacob hollered to the lifeguard who turned back to look at him. "You have my trunks, I have nothing to wear on the way out? I can't go out like this." "Oh, trust me you're going out to your parents just as you are. Everyone you pass needs to see your red butt and know that you have been well spanked. So keep your hands behind your head so everyone can see everything ..... or the lack of .... till you are in your parents car" the lifeguard chuckled, "But if I hear of any covering up..." He didn't need to finish. Jacob reluctantly did as he was told and placed his hands on his head.
A smiling Emily then came over and along with the equally smiling Ethan, Ryan and Zac began to escort their totally naked and exposed friend toward the exit.

When Jacob arrived at the car his worst fears were realised. He was pretty sure both of his parents looked shocked when they first noticed his total lack of any hair below his neck, which gave him the unblemished smooth look of a much younger more immature boy than his fifteen years of age.
Embarrassed, Jacob dropped his hands from his head in an effort to cover up, but Emily reminded him of the lifeguards warning to keep his hands on his head till he was in the car.
Even when he put his hands back on his head, his shaking arms looked like they were fighting the effort.
"Well," his mother said to his father, searching for something to say, as the shock of how undeveloped Jacob actually was for his age set in. "would you look at that! No wonder he's been behaving more like a young boy than a fifteen year old teenager."
Emily, Ethan, Ryan and Zac couldn't help smiling and giggling at that comment which caused Jacob to unbelievably blush even more than he was already doing.
Jacob's parents then thanked Emily, Ethan, Ryan and Zac for escorting Jacob to the car and invited all four of them to call around that afternoon if they were not staying at the water park, informing them that they would be keeping Jacob naked at home for at least the rest of the day.
"I hope you've learned your lesson from today's punishment,Jacob. You will quickly have to learn to behave and act your age from now on or you'll suffer recurring bare butt public spankings and nudity like I planned for today!"
Jacob couldn't believe what he'd just heard. While he rued hearing about how he might be punished naked in the future, it was his fathers statement that he had planned and knew all about what would happen to him today that totally floored him!
